Hi Officerjames, the legion does not still pay in cash. They will open a bank account for you in your new legion name. Which has to be the only place on earth where the government will turn a blind eye to foreigners opening a bank account en masse under an unofficial name.

is it still the case that they can´t buy a car or motor bike until the end of their first contract or is it more lenient now?

Either way, you must still go in front of the CDU (company captain) who will give his OK, or not. He will base it on the fact that you must be rectified (have gotten you original name back), whether or not the car or motor bike is with-in your means. Once you have gotten the CDU's OK, next stop is the B2, or the regiment's "gestapo", who will expect you to provide a copy of the insurance once you have bought the car and if you are getting it on the never- never* a copy of the re-emboursent plan.
I would strongly advise against anyone of buying a car without going through the legions way of doing things.

The never - never is slang for HP, hired purchase.
